The sound is there to show that what is said about police officers being respected by the public and being in dignified situations is the opposite to what was actually happening.

It created irony: the voiceover reveals the gap between what Chief Sup Vickers sets out as the lofty ideals of policing and the grim reality of what the force face on a daily basis; the editing of sound and vision creates humour.
q. 10 Complete the point: Ryan berates Jake for getting all the road names wrong during the pursuit of the ram-raiders; Ryan accuses Jake of never having had to 'do neighborhood'.
